Departmental Overview

The job will involve the launch of a new project for a limited duration of time, which includes the management of research activities conducted by a group of PhD students on campus, research engineers, and coordination with other groups in other campuses (University of Arizona, Vanderbilt University, Temple University). The activity will include development of software, the management of software development, the porting of algorithms to hardware, and the coordination of tasks. This will also involve management of the finances of the project and classical project management. This will also involve leadership in terms of managing a project and bringing it to different directions. The job entails jumpstarting a project with the US Department of Energy, i.e. creating a new organizational structure comprised of engineers, faculty, post docs and students.
  • Manage the CIRCLES project and the STEAD project from the US Department of Energy and the National Science Foundation (CIRCLES and STEAD are both funded Federal projects, CIRCLES will start on Jan. 1, 2020, STEAD is already running).
  • Coordinate the team of researchers within the CIRCLES and STEAD projects on the UC Berkeley campus
  • Serve as a strategic member of the group to continue growing the initiative
  • Coordinate with the other campuses involved in the project
  • Manage all the deliverables to the US Department of Energy for the duration of the project
  • Manage the quarterly reporting to the US Department of Energy and the reporting to the National Science Foundation
  • Participate in all coordination calls with sponsors and federal agencies specific to the project
  • Lead the team of engineers and students and grow their abilities
  • Manage the deliverables of the team so that they match the expectations of the sponsors
  • Develop new avenues of funding for the work
  • Manage all project finances and accountings in ways that reporting can be done both for federal sponsors, state sponsors, and industry sponsors


Responsibilities

20% Represents the unit and/or Principal Investigator to whom they are responsible at meetings and conferences in matters related to engineering design considerations and financial requirements. Fill in for Principal Investigator when not available for coordination calls with the other partners. Represent the Principal Investigator on all the calls to the sponsors and US Department of Energy. Assist the Principle Investigator on all deliverables work involving sponsors and partners.

20% Carries major responsibility for accomplishment of research objectives in relationships with investigators, manufacturers, contractors, and Campus staff members as a principal assistant to the faculty investigator or research administrator in charge. Provide full management of the tasks and deliverables of the project. Create Gantt chart and organizational documents so all deliverables can be completed in time. Put in place coordination and management meetings so that all internal to Berkeley members and external partners can deliver in time. Assess deployments and tests by planning. Coordinate with campus specific to the tests to be done at Richmond Field Station.

15% Plans, organizes and supervises the work of engineering staff engaged in design, construction and testing of laboratory facilities, equipment and instruments systems for projects at the highest level in terms of criticality of impact, scope, and/or expenditures. Full organization and management of the field operational tests. This includes tests to be run in California, Arizona, and Tennessee. Planning of the tests, filing of the proper documents to complete the tests (for example, Committee for Protection of Human Subject documents, risk documents, liability documents, etc.). Subcontracting to partners for specific field operational test aspects (for example, car rental companies). Full management of the test and the reporting of the test.

15% Provides direction and oversight to R&D Engineers on more complex research project and initiatives. Review of the work of the software engineering team and management of the software efforts of the team. Coordination of software activities across campuses for final deliverables. Coordination of the hardware and software teams for completion of the milestones.

10% Guides the gathering of information during planning stages. Preparation of the tests specific to the operations run for the project of the US Department of Energy. This involves gathering information for field facilities to be used. This includes the Richmond Field Station on the UC Berkeley campus, other test facilities in California, Tennessee, and Arizona.

10% Leads a team of engineering professionals. The person will manage a team of up to 3 post-doctoral researchers, 10 PhD students, 5-10 undergraduate students, and half a dozen Masters students. This is also to be coordinated with hardware experts from the Richmond field station, in particular PATH. This also includes coordination with teams external to the UC Berkeley campus portion of the US Department of Energy projects.

5% May serve as a key and strategic member of multiple national and international committees, providing significant expertise and exposure to the Campus on strategic initiatives. Represent UC Berkeley on the Council of Partners for the National Science Foundation and US Department of Energy consortiums. This involves at least four campuses, in addition to industry partners.

5% Directs, analyzes, and prepares recommendations for engineering or resource plans having critical, campus-wide impact. Coordination with the Committee for Protection of Human Subjects, facilities, risk management, and other subdivisions of the UC campus responsible for coordination of field operation activities as part of an academic research program.

Required Qualifications
  • Expert skills associated with being recognized as subject matter expert in field.
  • Expert knowledge associated with the planning, development, and construction of most complex and significant engineering projects and initiatives.
  • Expert knowledge of highly specialized design work.
  • In-depth and advanced knowledge of the engineering field and applies principles, practices and procedures within discipline to complete most difficult, complex and significant assignments.
  • Advanced project management skills to assume responsibility for accomplishment of research objectives that are significant to the Campus and industry.
  • Advanced communication skills, both written and verbal, to convey complex information in a clear and concise manner.
  • Advanced interpersonal and presentation skills.
  • Ability to work in a highly collaborative manner with both internal and external constituencies; readily assess complex challenges and barriers and recommend effective resolutions.
  • Demonstrated ability to lead, motivate and influence others on projects of significance.
  • Ability to execute large and complex work assignments in order to meet deadlines and ensure adherence to quality standards.
  • Very strong experience and training in software training
  • Advanced knowledge in data science and data analytics
  • Experience in research, in particular, at the PhD level
  • Experience in software project management in the private sector (coordination of several contributing teams to the same code repo).
  • Project coordination skills and experience working in a multidisciplinary team.
  • Interpersonal and presentational skills in order to be able to complete reporting tasks as required by federal agencies.
  • Technological vision and ability to bridge existing work at UC Berkeley with advanced work in machine learning and numerical computation.
  • Experience with the development of software used by non-experts
  • Experience in the transportation field or related fields
  • Experience in machine learning


Preferred Qualifications
  • Doctorate in related field or advanced degree in related area with related experience.
  • Doctorate in engineering or related field
  • Significant experience with geospatial data, coding, transportation data
  • Experience in software management and software development
